Government Planning Reform Proposals


The government's Draft National Planning Policy Framework is now out for consultation -
This proposes to "reform the planning system to make it less complex and more accessible, and to promote sustainable growth" and assumes a "presumption in favour of development".

The Great Forest Sell-off?

31st July 2011: Click here for Colton Parish Council's response to the Government's Forestry Panel consultation on the future of England's woodlands.

27th Jan 2011:  You may be aware that the Government is considering selling off all Forestry Commission woodlands into the private sector. See Defra website. The Council has written to Tim Farron MP about its concerns, particularly:

  • the lack of protection for access rights. Forestry Commission owned land has been dedicated for access on foot only under the CROW Act. This means that potentially, any other access can be denied (bicycles, horses etc.). In addition, the legislation is weak so that owners do not have to provide access points for walkers. The example of Rigg Wood (in Colton Parish) highlights what could happen - there are now locked gates across what used to be a car park and picnic site (see photo)

  • the lack of sufficient legislation to protect habitat, biodiversity and heritage.

  • the fact that such action would be irreversible - once sold, lost forever.

Cumbria Draft Local Transport Plan 2011-2026

"Cumbria County Council is in the process of preparing the Transport Plan for Cumbria covering the time period 2011-2026. The first part of the Plan to be developed is the draft Core Strategy which sets out the vision, local priorities and  proposed approach to addressing the transport challenges and opportunities facing the county over the next fifteen years." The consultation on the  draft Core Strategy a copy of which is  attached,  runs  from 30th June to 3rd September.

Dept of Communities and Local Government: "Community Right to Build" consultation (Aug 2010)

"The Department of Communities and Local Government (CLG) announced their plans for the Community Right to Build on 23rd July as part of the Coalition Government’s Big Society plans. The Community Right to Build is a new power that will allow communities across England to come together and create new homes, shops, businesses and facilities.

Defra's draft policy guidance for National Parks - Feb 2010

Colton Parish Council has recently submitted a response to the draft of a new Circular on policy guidance and a 'vision statement' for National Park Authorities to 2050.

Neither local councils nor their umbrella body, the Cumbria Association of Local Councils (CALC), were consulted, and the process only came to light a few days before submissions were due on 5th Feb. A number of local councils have complained, as has CALC and also the National Association of Local Councils (NALC).
