The following are the minutes of the Colton Parish Council meeting held on Monday 3rd September 2007 in the Colton Church Hall at 7.30pm.

131. Minutes of last meeting It was resolved that the Chair be authorised to sign the minutes of the council meeting held on 23rd July 2007 as a true record.
132. Update on Issues from Last Meeting · Parish Paths Initiative. Andrea Bonacker deferred her attendance until a future meeting. · Positioning of speed monitor. The clerk to contact Roger Mallett to request the monitor at Oxen Park and Lakeside. · Road signs in the parish. New signs for Colton and Oxen Park and the signpost to Bouth in Oxen Park have been erected. Clerk to remind Nick Raymond about the damaged signs in Finsthwaite and to ask him if the council could remove ‘Bouth’ from the sign pointing up to Colton Church, as this road is suitable only for off road vehicles. This is confusing to visitors and causes unnecessary traffic up to the church. · Repair of seats at Finthwaite. Cllr Potts reported that the 2 seats outside Finsthwaite Church have been repaired with slate at a cost of £70.00. · New seat at Oxen Park. Clerk has had no reply from the solicitor dealing with this. She will contact Mr Hool directly. · Notice board at Lakeside. Cllr Harrington to contact the manager again when he returns from leave. · Community Board meeting report. The council was not represented at this meeting.
133. Declarations of Interest Cllr Potts declared a prejudicial interest in planning application 7/2007/5306 Calvert Cottage, Finsthwaite. Extension to existing holiday cottage.
134. Public Participation The chairman adjourned the meeting. Members of the public were given the opportunity to speak, ask questions, or raise matters of interest with regard to this agenda. · Residents from Railway Cottages, Newby Bridge, asked if the council could help them to object to the application of a 24 hour food, drink and entertainment licence at the Swan Hotel, Newby Bridge. They expressed fears that there would be an increase in noise and general disturbance in the early hours of the morning. The chairman expressed sympathy with their concerns, but explained that, as a council, it could not make representations on any item that was not on the agenda. However, members of the council could act as individuals to support their case if they wished. · Introduction of 20mph speed limit through Bouth. Deferred until the next meeting when the results of the survey of Bouth villagers should be complete. · Checking Christmas tree on Bouth Village Green. An electrician had agreed to check the electricity to the tree. Mr R Smith to arrange a meeting on site. · Mr Smith reported on the Bouth Village Green Advisory Committee. · The holes in the bashing wall have been filled. · The large stones which were reported to be loose have been cemented in. · The electricity account is still in credit. The name on the account to be changed to the clerk on receipt of next statement. · Weather permitting, work party on Sunday 16th September. Cllr Lovegrove to attend. · No objections to the registering of village green – clerk to complete application form. · Clerk to check on whether or not RoSPA had undertaken the annual inspection of the playground.
Mr Smith asked that the council request that thin double yellow lines be painted on the bridge as people were parking there, obscuring the view of children coming out of the playground gate and was therefore dangerous. He also requested that all emails from the clerk to him should also be forwarded to Cllr Lovegrove. This was agreed. He reported that he had cleared the drain at the bottom of the ‘Coffin’ road from Bouth to Oxen Park. He thanked the Lengthsman for his work in clearing the roadside verges, thus making the road wider. The clerk to investigate the possibility of the yellow lines and report the blocked drain.
135. Comments from District and County Councillors Cllr Jenkinson reported that the District Council were sharpening up their procedures, particularly the planning process.
136. Planning · 7/2007/5427 Vacant plots at Landing Close. Erection of 2 new properties with integral garages and Klargester Bio. Objections to be sent. · 7/2007/5463 Arklid Great Wood, Ulverston. Installation of 2 new transmission dishes. No objections. · 7/2007/5460 1 & 2 Pool Foot Farm, Haverthwaite. New Garage & workshop. No objections. · 7/2007/5306 Calvert Cottage, Finsthwaite. Extension to existing holiday cottage. No objections. · 7/2007/5477 Road opposite Railway Cottages, Newby Bridge. Replace existing pole with 11mm wooden pole in situ. No objections. Planning Application withdrawn: 7/2007/5318. The Sheiling, Finsthwaite. Extension to garden with patio.
137. Accounts The following payments were authorised: · Cheque number 00368 – £308.00 - C Slater - Lengthsman salary. · Cheque number 00369 - £10.00 - Colton Church Hall hire. · Cheque number 00370 - £142.57 – J Dove 17 weeks website management. Receipt of the following cheques was noted: · Cumbria County Council - £109.83. Lengthsman salary reimbursement. · CALC - £109.83. Lengthsman salary reimbursement.
138. Parish Lengthsman Pilot Scheme Report Cllr Lovegrove reported that more letters of appreciation had been received which she hoped would support the continuation of the project. A request for more feedback to be made in the newsletters.
139. Boundary Committee Further Electoral Review Opinion Survey It was agreed that the clerk should complete the survey on the Electoral Review process on behalf of the council.
140. Fixed Asset Register On the advice of Cllr Potts, the clerk to check what is a fixed asset and what is classed as consumable, and then create a register for the next meeting.
141. CALC ‘Effective Councils Road-Show’ Clerk to respond to the invitation that the council is happy to join in with a road-show if one were organised by another parish in our district.
142. LDNPA Landscape Character Assessment & Guidelines Questionnaire It was agreed that it was not possible to make a response to this document as a council, but individual members were encouraged to make their own response at http://www.lake-district.gov.uk:80/lca
143. Voluntary Action Cumbria (VAC) Parish Plan Review of Community Board Councils It was agreed to invite Gail Knopfel to the next meeting to discuss the review process.
144. 145. Date of Next Meeting The next meeting was confirmed as Monday 15th October 2007 in the Bouth Village Hall at 7.30pm.
