LOCAL AREA
PARTNERSHIPS
In previous editions of this
newsletter, we have talked about ‘Locality Working’: an opportunity
for groups of local parish councils to work more closely with the
County and District Councils in deciding how and where services are
delivered. As a result, there will be up to 10 Local Area
Partnerships (LAPs) in South Lakeland and, during recent
consultations, we have been asked which of these we would like to
become part of. After comparing our typical Council agendas with
those from both the Ulverston and Grange areas, we have decided that
we
have more in common with parish councils in the High Furness area,
to our north and west. Most importantly, in contrast to the more
urban-dominated areas to the south, the High Furness area is very
rural/agricultural and lies wholly within the National Park which
has such a strong effect on what we do. We may have to wait a little
longer for the LAPs to be set up as Council elections (in June) are
likely to put a brake on progress for the time being. Watch this
space.
HIGHWAYS
INFORMATION ON THE WEBSITE
The
Parish Council website now has a Highways
page with information about the work of both the Lengthsman,
Chris Slater, and the Highway Steward, Adam Tyson. Chris continues
his valuable work maintaining verges, cutting back vegetation and
clearing drains; Adam focuses on road repairs and major flooding
problems. The website inc ludes:
Adam’s schedule of visits to the Parish, who to contact for which
type of problem, and tables showing priorities and progress for
highway repairs. These tables are given to Adam on his visits to the
Parish and he has been active in making repairs where he can and
referring more major works to the area team. The Clerk will keep the
tables updated, so please inform her of any problems and progress
you notice in your area of the Parish. Work has recently been
carried out at our high priority flooding spot -Skowbarrow Beck
below Rusland Cross - we will check its success. This new method of
’Locality Working’ with Cumbria Highways is off to a promising
start.
COUNCIL CHANGES AND
VACANCY
We are very sorry to lose Peter
Harrington from the Council, as he has decided to step down due to
ill-health. Peter has been a committed and enthusiastic member for
many years and his hard work and good humour will be much missed.
This of course means that there is now a vacancy, and we are looking
for some-one from East Ward, preferably Lakeside, to fill this
position.
Parish Councillors represent the views of their community. They
should: (a) be active and willing to contribute, (b) be a good
listener -balancing different points of view, (c) be a problem
solver, (d) be accessible, (e) be patient-taking time to understand
what people are saying or trying to do. If this sounds like you (or
someone you know), then please consider putting your/their name
for-ward. Further details are available from the Clerk, or speak to
an existing Councillor (see the back page of this newsletter).
FUNDING OPPORTUNITIES
Our Parish Councillor in West
Ward, Brenda Fishwick , writes:

Well here in Colton I’m sure there’s no lack of good ideas, and as I
agree with Groucho that money is quite handy, particularly in these
credit-crunchy times, it seemed a good idea to take myself off on
your behalf to a Funding Fair. It was organised by Cumbria Council
for Voluntary Service (CVS) and was a mine of information.
One of the best places to start is the Cumbria Community Foundation,
a sort of ‘One Stop Shop’ to grants available in the County. This
charitable trust raises money for local groups and also manages
different grant programmes on behalf of public, private and
charitable donors. The good news is that their application form is
easy to complete, applications are accepted throughout the year and
there’s no more than a 2-month wait for a decision. To discuss ideas

Another scheme worth bearing in mind is the Community Waste
Prevention Fund (Cumbria County Council). This provides match-funded
grants of up to £15K to support new and innovative waste prevention
initiatives. The Waste Prevention Officer is happy to discuss ideas
which encourage the practices of ‘reduce, reuse and recycle’ within

There are also the Cumbria County Council Neighbourhood Forums (or 'Fora'
for those pedants amongst us!). Grants are available to voluntary,
non profit-making and community groups for community-based projects
on an area basis. For more information see

These are just a few places to start, but there really is a treasure
trove of opportunities out there if you have ideas, enthusiasm and
some spare time! Funding Fairs are held regularly across the county;

YOUR COMMUNITY PLAN
In
2003, residents of Colton produced a Parish Plan that described our
Parish and its community, presented the results of a survey of
likes, dislikes, aspirations and concerns and produced an action
plan. The Parish Council has tackled this list of actions and
produced two updates since (available on the website).
However, the time has come to create a completely new Community Plan
(as they are now to be called), which builds on the ground-work of
the first, with a firm focus on what local residents want for the
future. Clive Wickham (LDNPA) and Judith Quigley (SLDC) came to the
first meeting of the Community Plan Working Group (CPWG) in March to
explain how these Plans will inform local policy and practice. Julia
Wilson from Action for Communities in Cumbria (ACT) is coming to our
second meeting in May to give practical advice. Plans are to be
produced by the Community, for the Community, with the Parish
Council helping out as required. Please contact the Clerk if you
would like to become involved.
BOUTH VILLAGE GREEN &
PLAYGROUND
The Parish Council is
responsible for the management of Bouth Village Green and Playground
and it does this through the hard work of the BVGP Advisory
Committee of active volunteers in Bouth. These members maintain the
Green, inspect and maintain the Playground equipment, safety
surface, benches and gateways, and organise fund-raising events on
behalf of the community. Mr Roderick Smith, who has been such an
active and committed member and Chairman of the Committee over 30
years, has decided to stand down. The Council thanks him
wholeheatedly for his hard work and perseverance with the various
rules and regulations that we have to cope with these days! The
officers of the Committee are now as follows: Chair—Mr John Osborne;
Vice-chair—Mr David Hammer; Secretary—Cllr Penny Lovegrove;
Book-keeper—Mrs Sue Dean.
News in Brief
Bouth
Village Hall Grant Success:
Bouth Village Hall has received a grant of £1,000 from Low Furness
Neighbourhood Forum towards upgrading the Hall with new double
glazed windows. This is part of a development plan that includes
provision of a toilet suitable for disabled persons. The Committee
will be organizing another fund raising event following the success
of the Christmas Quiz.
SLDC Handy Person Scheme:
Householders in South Lakeland can now benefit from a ‘Handy Person
Service’ intended to help elderly or vulnerable people carry out
simple but essential work in their homes like changing light bulbs,
unblocking sinks, fitting plugs, etc. For more details contact: SLDC

Digital Switchover:
The Caldbeck transmitter (Border) switches to digital on 24th June
and the Winter Hill transmitter (Granada) on 4th November. For more
